I have read the Memorandum by Honble the Lecil Smith Esqr, Registrar General of Hong Kong, in which he details certain communications made to him by The Commandant, stating with reference to interference on my part by which those friendly relations he was anxious to cultivate with the Colonial authorities at Hong Kong were checked by order of the Viceroy of the two Kwang at my instance; whereby, Mr Smith informs, the ends of justice were defeated and much inconvenience had resulted.
